One Oldham One Team

• The proposal is focused on strengthening and expanding the leadership and place shaping role of Elected Members. Initiatives such as Comprehensive Area Assessment, Area Based Grant and changes to Overview and Scrutiny mean the scope and remit of Elected Members has broadened significantly from the focus on Council services. In addition Councillors have a key role in decision shaping, and decision making in a collaborative context which means working differently with partners and community organizations and groups.
• The Public Service Board, and Oldham Partnership more widely has a good track record in joint working. The focus on outcomes is being sharpened through the 3 Prospectuses:
  • Towards A University Town
  • Great Places to Live
  • Healthy Lives
• It is proposed to hold a number of development events focused on how these themes are taken back into the activity and systems of partner organizations, the Council and ward work so we are acting as a single strategic leadership team for the borough, not simply as a team of leaders who meet on a regular basis.
• In addition development training will take place on the role of overview and scrutiny in this process, linked to strengthening the democratic engagement in the partnership infrastructure.
